Deleting removes a user for good. A user can only be deleted after their account has been deactivated (see Management Toolbox: Edit a User, Change Access or Deactivate). Open Settings > Users > Delete Users.
The page lists the deactivated users with their user name, name, email, last sign-in and your comment. To delete one, select the red bin icon at the left of the row and confirm. This cannot be undone. If the person might come back, leave them deactivated instead.
