Two settings decide what each user can do: features decide what they can open, and the store group decides which stores' data they see. A Client Admin sets both for each user. See Management Toolbox: Edit a User, Change Access or Deactivate.

Store groups
A store group is a store or a collection of stores. A user is limited to the stores in their group. Normally there is a group for ALL your stores and one for each store, and you can create more. See Management Toolbox: Manage Store Groups.
